The most possible reason bring this issue should be driver, which may not load properly or be not compatible with current system.
I suggest please try following steps to completely shut down Windows 8 and restart the computer to check the issue:
Open the command prompt. You can do this from the start screen by simply typing "cmd" (without the quotes) and hitting the ENTER key.
Type "shutdown /s /t 0" (without the quotes) in the window that appears, followed by the ENTER key.

If not, please find the latest driver for your Bluetooth and chipset from manufacturers website and install it to check whats going on.
